Rubbish Tax

Watching GMTV this morning I did a little jig during the report on the pay-as-you-go bin tax. Turns out thescheme in Norfolk was deemed a failure for two reasons - firstly the technology was inaccurate, though technology can be fixed so not that big a deal; secondly neighbours were dumping rubbish in each others bins to avoid excess payment. Digging through Google also found this story that states

During the two years it ran, there was a 250 per cent increase in fly tipping in the area
So why the jig? Well in May 2007 I said
This'll lead to fly-tipping cry the nay-sayers, no it'll lead to padlocks as people dump their waste in their neighbours bins and get them to pay for it. In other words the plan's unworkable.
Turns out it led to both and I was still right.

Seriously, WTF? Are the people in charge really so stupid as to not see this one coming? Words fail me…

If you followed mine own link you'll see this was part of a much larger entry on other things, IOW this was a spur of the moment musing on my part. The people who instigated this would have formed and sat on committees for days or even weeks before implementing this.

Perhaps they thought everyone would be altruistic, in which case they're even stupider than you thought.
